The Political Significance of Offshore Finance

Andrea Binder delivered the keynote at the 6th Workshop of the Political Economy Working Group in Brussels, highlighting the scale and political significance of offshore finance.


On 19 June 2026, Andrea Binder joined the 6th Workshop of the Political Economy Working Group at ICHEC Brussels as keynote speaker. The workshop brought together researchers working on political economy, with sessions on European and green political economy as well as ongoing doctoral research.


In her keynote, Andrea Binder argued that offshore finance deserves much greater attention in political economy. With an estimated size of USD 77.8 trillion in the first quarter of 2025 and more than half of cross-border US dollar-denominated instruments located offshore, offshore banking is far from a marginal phenomenon. Her talk highlighted its implications for questions ranging from monetary power to democratic legitimacy.
